The Central Government has approved a groundbreaking initiative aimed at making research articles and journals more accessible to students across India. In a recent Union Cabinet meeting, Prime Minister Narendra Modi gave the green light to the "One Nation - One Subscription" (ONOS) scheme. This new scheme is designed to foster research and innovation by providing students and faculty with easier access to quality academic resources.
Under the ONOS scheme, students, researchers, and faculty across more than 6,300 higher education and research institutions—both central and state-run—will gain access to a wide range of prestigious research journals. The scheme is expected to benefit over 1.8 crore individuals across the country.
The ONOS initiative will be rolled out in three phases:
- In the first phase, it will cover central and state government-run higher education institutions and research institutions.
- In the second phase, other higher education institutions will be included.
- The third phase will expand access to all institutions nationwide.
The scheme will offer a unified portal where users can access journals from renowned global institutions, eliminating the need for multiple subscriptions to different platforms. A total allocation of Rs. 6,000 crore has been earmarked for the scheme, which is set to launch on January 1 next year.
This initiative, coordinated by the Information and Library Network (INFLIBNET) under the UGC, is expected to bring about revolutionary changes in the education sector by enhancing access to academic knowledge and supporting innovation.
